Every resident and business in Hanover deserves to be heard. That doesn’t mean every decision will go everyone’s way. But it does mean different perspectives should be considered in a respectful way. I will remain open to input, open to alternate approaches, and focused on finding the best path forward. The Hanover community has a deep reservoir of talent, experience, and ideas, and I believe the best solutions come from listening, engaging, and working together. It is important to stay grounded and remember that no one person has all the answers.
In the coming weeks, I encourage you to reach out to me directly or join one of the listening sessions I will be announcing soon. Hearing from residents and businesses is an important part of this campaign — and an even more important part of how I would serve.

I believe effective leadership starts with collaboration and respect. The five members of the Select Board won’t always agree. And that’s healthy since thoughtful, respectful debate leads to better decisions. The challenges ahead will require leadership that is calm, fact-based, and decisive.
My professional and local municipal government experience has prepared me to help lead in that way — with a focus on results, accountability, and doing what’s right for Hanover. -
Residents deserve more than talk, social media posts, and endless discussion. They deserve results. While the successful May 2025 Override was an important first step, Hanover still faces ongoing financial challenges. The town must continue strengthening its financial foundation while striving to maintain service levels, to prioritize affordability, and to plan for long-term sustainability. Elected officials and town professional staff also have to key an eye on longer term, multi-million-dollar liabilities like Plymouth County Retirement and OPEB to ensure they are not just passing along our generation’s problems to the next generation. That’s not easy work and there are no simple answers. But it is essential to find effective solutions.
Importantly, as Hanover sorts through these issues, we all must remember that every dollar Hanover spends or invests is a taxpayer dollar. That responsibility will guide every decision I make.If elected, you can count on me to stay focused on Hanover’s priorities, to work hard, and to deliver thoughtful, practical solutions. My time and energy will be dedicated to the issues that directly impact our community — because Hanover has more than enough important work ahead of us and we do not need any distractions from this important work.

Why I’m Running
I’ve proudly called Hanover home since 2004, where I’ve raised my family, built my career, and formed lasting friendships. I’m running for Select Board to help Hanover navigate important challenges like affordability, budgeting, and long-term sustainability while protecting the character and quality of life that make our town such a special place to live.
My focus as a Select Board member will be simple:

· Make disciplined, transparent decisions
· Work collaboratively with residents, businesses, and town leadership
· Streamline and clarify core town policies and the many town programs available for residents

I am Jim Hoyes and I’ve proudly called Hanover home since 2004. For more than two decades, this community has been where I’ve raised my family, built my career, and formed lasting friendships. Hanover is a special place and it’s a community worth protecting for the future.
Like many other South Shore communities, Hanover faces real challenges, particularly around affordability, budgeting, and long-term financial sustainability. I’m running for Select Board because I want to help our town navigate these challenges thoughtfully and responsibly, and in a way that preserves the character and quality of life that makes Hanover such a great place to live.
I’m excited to be running for the Select Board and energized by the opportunity to represent the residents of Hanover over the next three years. As a Select Board member, you can count on me to stay focused on Hanover’s priorities, to work hard, and to deliver thoughtful, practical solutions. My time and energy will be dedicated to the issues that directly impact our community because Hanover has more than enough important work ahead of us. And we don’t need any distractions from this important work.

Family Support
My family has always been the foundation of everything I do. The unwavering support of my wife, Pam, and our children and grandchildren has made this campaign possible, and I am deeply grateful for their encouragement every step of the way.
As a husband, father, and grandfather, I understand how important strong schools, safe neighborhoods, and a financially responsible town government are to families putting down roots and planning for the future. Their support strengthens my commitment to thoughtful leadership, responsible decision-making, and keeping Hanover a community future generations will be proud to call home.
Experience Matters
I offer a proven track record in leadership, finance, operations, and collaboration, combined with a deep understanding of Hanover’s municipal government. I am prepared to leverage this experience to help the Town navigate its priorities and challenges over the next 3–5 years.

I have served the Town of Hanover in both volunteer and professional capacities since 2015, including my current role as Director of Budgeting and Financial Strategy since October 2024. In that role, I’ve been directly involved in developing budget proposals, shaping long-term financial strategies, supporting capital planning, and improving debt management. My combination of professional experience and local involvement gives me a clear, practical understanding of the decisions ahead, especially over the next 3–5 years.

As a volunteer, I spent more than six years on the Advisory Committee and two years representing Hanover on the MBTA Advisory Board, where I also served on the Operating Budget, Capital Budget, and Ferry Services subcommittees. I was further appointed by the Select Board to support key short-term initiatives, including recommending an investment firm for the Town’s OPEB Trust Fund and assisting in the Town Manager selection process.

In the community, I remain actively involved with the First Congregational Church of Hanover, where I have served as Finance Chair and Moderator and currently serve as Treasurer.

Professionally, I bring over 40 years of experience in the pharmaceutical and healthcare sectors, including senior executive roles across multiple functions and serving as President and Head of U.S. Operations for EMD Serono, the U.S. subsidiary of Merck Serono. I have also served on the boards of major industry organizations, including PhRMA, MassBIO, and the BIO (Health Section Governing Board), and spent several years in healthcare strategy as an Executive Partner in a consulting firm. These experiences provide me with a clear understanding of how the public, private, and government sectors intersect. Across these roles, I have led complex organizations, built high-performing teams, managed large-scale initiatives, and delivered results.
Voting Day is Saturday, May 16th!
You can vote In-Person on Election Day, by Mail-In Ballot, or by Absentee Ballot. There is no Early In-Person voting this May.
